Fire Safety Bill given its first reading in parliament
The Fire Safety Bill has begun its journey through parliament after it was introduced to the House of Commons on 19 March 2020.
First proposed in December 2019, the bill, if enacted, will amend the Fire Safety Order 2005 to clarify that the responsible person or duty-holder for multi-occupied, residential buildings must manage and reduce the risk of fire for:
- The structure and external walls of the building, including cladding, balconies, and windows.
- Entrance doors to individual flats that open into common parts.
The bill will provide the foundations for secondary legislation to bring in the recommendations from the Grenfell Inquiry phase one report.
Under proposals in the bill, the fire brigade will be able to take enforcement action and ‘hold owners to account’ if they do not ensure fire-safety in their buildings.
